ENDANGERING THE WELFARE - LAKE CLEAR - A Malone man charged last month with public lewdness for allegedly exposing himself at a town of Harrietstown beach is facing an additional charge.

Robert P. St. Denis, 58, was charged Wednesday with endangering the welfare of a child. He had been charged with public lewdness July 29 for allegedly exposing himself in a lewd manner while standing in a portable toilet at Lake Clear Beach.

State police in Ray Brook said the endangerment charge was filed against him after they learned that two children, ages 8 and 16, witnessed the incident.

He has multiple prior arrests for public lewdness, state police said.

He was arraigned on the endangerment charge in Harrietstown Town Court and remains in the Franklin County Jail with bail set at $35,000 cash or $70,000 bond.

State police said they have received complaints of similar incidents at Lake Clear Beach and throughout the region. Any witnesses are asked to call 1 (518) 897-2000.

CRIMINAL CONTEMPT - BRASHER - Amanda L. Peets, 27, of 54 McCluskey Ave., Apt. 2, Massena, was charged Friday morning with second-degree criminal contempt. State police allege she violated a no-contact order of protection by phoning a person she previously had dated. Troopers did not identify the person she is accused of calling.

Ms. Peets was arraigned in town court and released on her own recognizance.

FORCIBLE TOUCHING - RUSSELL - A Canton man was charged Wednesday with allegedly touching a 12-year-old girl.

Tyler J. Burns, 21, of 6286 County Route 27, Lot 8, was charged with forcible touching and endangering the welfare of a child, St. Lawrence County sheriff's deputies said. He is accused of squeezing the girl's breast and buttocks. He was released on appearance tickets.

DWI - CANTON - The following people were charged late Saturday and early Sunday with driving while intoxicated and related offenses:

* Audrey J. Tebo, 41, of 682 County Route 17, Russell, had a blood alcohol content of 0.14 percent when she was stopped on county Route 17 early Sunday, St. Lawrence County Sheriff's deputies said. The legal threshold for DWI is a blood alcohol content of 0.08 percent.

* Massena Village Police charged Tammy L. Wray, 34, of 146 Center St., Massena, with third-degree aggravated unlicensed operation, failure to keep right and drinking alcohol in a motor vehicle after she was stopped on Main Street. She refused to take a breathalyzer test.

Other recent arrests for driving while intoxicated include:

* Scott A. Moore, 35, of 7807 Route 11, Potsdam, was charged Aug. 15 with driving while intoxicated, driving while ability impaired by alcohol, speeding, having an open alcohol container in a car, petit larceny and first-degree offering a false written instrument for filing when he was stopped in Higley Flow State Park in Colton, state park police said.

State law establishes 0.08 percent blood alcohol content as the threshold for intoxication, but Mr. Moore, who registered a BAC of 0.07 percent, was charged with "common law" DWI based on the officer's observations, police said.

Mr. Moore, a park employee, also was cited with allegedly lying on his work application and stealing 48 cans of beer from a cooler at the beach during the July 4 weekend, police said. He reportedly checked "no" on the application when asked whether he had any prior criminal convictions, when a police check later found otherwise.

* Ricky L. Vallance, 53, of 2042 Route 310, Madrid, was charged Friday by state police with felony DWI after his vehicle overturned in a field off Chase Mills Road, town of Madrid.

Mr. Vallance suffered minor injuries and was taken to Canton-Potsdam Hospital, Potsdam, for treatment. His BAC will be determined through blood tests, troopers said.

He also was charged with first-degree aggravated unlicensed operation, speeding and unauthorized use of a motor vehicle, which belonged to an acquaintance, troopers said. He was arraigned in Madrid Town Court and sent to St. Lawrence County jail without bail.

* Zachary P. Buntz, 22, of 1174 Route 122, Constable, was charged by state police when he was pulled over for having a loud exhaust early Saturday on Raymond Street in the village of Malone. He had a BAC of 0.14 percent, troopers said.

Charged with driving while ability impaired by drugs:

* Tayler J. Martin, 20, of 23 State St., Canton, was charged late Friday on State Street, Canton. State police said he admitted to being high on marijuana when he was pulled over for running a stop sign. He also was charged with possessing the drug.

PETIT LARCENY - MASSENA - Village police charged Mark L. Roundpoint, 47, of 35 Kennedy Court, Massena, also listing a Syracuse address, with petit larceny at 9:46 a.m. Monday. He allegedly shoplifted two 24 oz. Steel Reserve beers, with an alcohol content of 8.1 percent, from On a Roll Deli. The beer was valued at $3.29.

PETIT LARCENY - MASSENA - Village police charged Bonnie L. Jeror, 27, of 351 East Orvis St., Apt. F, Massena, with petit larceny at 2:23 p.m. Sunday. She allegedly shoplifted $17.63 worth of items from Walmart. Jeror allegedly placed two headbands, three bottles of nail polish and Irish Spring body wash in her purse while she was shopping and failed to pay for those items when she checked out the items in her cart, according to the store's loss prevention associates.

OPEN CONTAINER - MASSENA - Village police charged Jonathan C. Farrell, 21, of 12 Alden Ave., Massena, with an open container violation at 1:30 a.m. Sunday. Police said Farrell was observed drinking a beer in the parking lot next to the fire station.

PETIT LARCENY - MASSENA - Village police charged Carin A. Blain, 18, of 23 1/2 East Orvis St., Massena, with petit larceny at 11:55 p.m. Saturday following an alleged shoplifting incident at the Mountain Mart Store, South Main Street. She reportedly took $7 worth of candy bars into the bathroom at the store, placed them in a cloth bag and left the store without paying for the merchandise, police said.

HARASSMENT - MASSENA - Village police charged Bobbie Jo Secore, 39, of 2 Willow St., Apt. 201, Massena, with second-degree harassment at 1:17 p.m. Friday. The charge stems from an incident on July 15 when Secore allegedly kicked in a door at Apt. 104 at 2 Willow St. and started punching Shannon Conger.

AGGRAVATED HARASSMENT - MASSENA - Village police charged April L. Dennis, 36, of 72 Woodlawn Ave., Massena, with aggravated harassment at 12:47 p.m. Friday. She reportedly sent threatening text messages to Jacqueline Spinner.

FATAL ACCIDENT - MASSENA - A 45-year-old Massena man died Saturday afternoon after a car he was working on in his driveway apparently slipped off a jack and landed on him.

Village police said Michael Leo Francis, 45, of 211 Bayley Road, Massena, was repairing a tailpipe on his girlfriend's daughter's Saturn shortly after 2 p.m. Saturday when the accident took place, trapping him under the vehicle.

Village police were assisted at the scene by Massena-based state police and Seaway Valley Ambulance.

St. Lawrence County Coroner Phil Brown also responded to the scene.

GRAND LARCENY - MASSENA - A Massena teenager who had absconded from a residential treatment facility last month was jailed on $25,000 cash or $50,000 bond bail after he allegedly stole two vehicles late Friday evening and early Saturday morning.

Village police charged Joshua J. Jones, 17, of 49 1/2 Maple St., Lot 6, Massena, early Saturday with felony counts of third-degree grand larceny and third-degree criminal possession of stolen property, driving while intoxicated, reckelss driving and a slew of other traffic violations.

Massena Village Police said he crashed a vehicle on County Route 38, town of Norfolk, that he is accused of stealing from a Park Avenue residence. Following the accident, he allegedly stole another vehicle near the scene of the crash and headed back to Massena, where he was arrested.

According to court documents, Jones allegedly stole a 2004 Chrysler Sebring owned by Michael Gonyou between 10 p.m. and 11:30 p.m. Aug. 27 from a residence on Park Avenue. The keys had allegedly been left in the vehicle.

He returned to the village at 2:35 a.m. driving a 2010 black GMC that was reportedly stolen from near an accident scene on County Route 38.

Police said he failed to comply when police patrols first spotted his vehicle on Main Street and then followed him onto East Orvis Street and Parker Avenue.

Police said he was also wanted on a St. Lawrence County Court bench warrant for allegedly violating the conditions of his release under the supervision of the probation department on a pending third-degree burglary charge.

He was arraigned by Massena Village Justice Eric J. Gustafson and was remanded to the St. Lawrence County Correctional Facility.

UNSAFE START - MASSENA - Village police ticketed Albert A. Brossoit Jr., 19, of Willow Street, Massena, for making an unsafe start at 5:30 p.m. Saturday near the intersection of the Alcoa Bridge Road and East Orvis Street.

UNSAFE BACKING - MASSENA - Village police ticketed Kyle M. McDonald, 23 of Tiernan Ridge Road, Chase Mills, with unsafe backing at 3:38 p.m. Friday on Hospital Drive.

FAILURE TO YIELD - MASSENA - Village police ticketed Laura J. Westover, 39, of East Hatfield Street, Massena, with failure to yield the right of way at a yield sign and operation of a vehicle with an obstructed view at 11:28 a.m. Friday on East Hatfield Street.
