RESISTING ARREST - POTSDAM - A harassment complaint early Saturday led police to a Norfolk man wanted on an arrest warrant in connection with an incident in November.

Village police charged Stephen S. Grant II, 25, with resisting arrest, second-degree obstruction of governmental administration, two counts of criminal mischief, third-degree aggravated unlicensed operation of a motor vehicle and unlawful possession of marijuana following an incident at 2:09 a.m. in the Aubuchon parking lot.

Grant was arraigned by Acting Village Justice Margaret Garner and was sent to the St. Lawrence County Correctional Facility with bail set at $6,000 cash or $12,000 bond.

Police said they responded to the Aubuchon parking lot after they received a harassment complaint. Isabelle A. Broughton told police she had just finished her shift at a local business and walked to her car when a group of guys walked up to her vehicle and started talking to her.

"i talked back to them and one of the guys came right up to my wndow. They began saying stuff to me that I found offensive and asked them to go away," she told police.

Ms. Broughton noted she had contacted police after one of the men in the group swore at her and then threw something at her vehicle.

Grant fled on foot when the officer attempted to make contact with him after they stopped his 2007 Dodge Ram pickup in the parking lot.

The officer, joined by two other officers, engaged in a foot pursuit, and Grant was taken into custody a short time later. Grant was reportedly in possession of a glass marijuana smoking device with a small quantity of a marijuana.

The criminal mischief charges allege two officers tore their uniform pants when Grant attempted to flee from police by climbing over a fence. Police said the officers' pants were ripped when they followed Grant over the fence.

Their investigation revealed Grant was wanted by the Potsdam Police Department on an arrest warrant stemming from an incident in November 2011.

PUBLIC URINATION - POTSDAM - Village police charged Nicholas A. Alexander, 19, of Malone with public urination at 1:05 a.m. Saturday. He was observed urinating in the Community Bank parking lot, police said.

PUBLIC URINATION - POTSDAM - Village police charged Brendan C. Larcom, 20, of Greenwich, R.I., with public urination at 1:05 a.m. Saturday. He was observed urinating in the Community Bank parking lot.

FOLLOWING TOO CLOSELY - POTSDAM - Village police ticketed Kirstin L. Teall, 22, of Victor for following too closely after she rear-ended a vehicle being operated by Sam Stone of Potsdam, who had stopped for a pedestrian in the crosswalk, at 11:49 a.m. Saturday on Main Street.

UNDERAGE POSSESSION ALCOHOL - POTSDAM - Village police charged James Howden, 19, a Clarkson University student, with unlawful possession of alcohol under 21 years of age after police responded to a report of an intoxicate male walking on Sandstone Drive at 3;05 p.m. Sunday. He was provided with a courtesy transport to his residence.

FAILURE TO YIELD - POTSDAM - Village police ticketed Meagan M. Hanley, 19, of Massena for failure to yield the right of way to a pedestrian following a traffic stop at 7:02 p.m. Saturday.

UNLAWFUL POSSESSION - BRASHER - Massena-based state police charged Darien Temper, 23, of North Lawrence with unlawful possession of marijuana following a traffic stop at 3:38 p.m. Saturday on County Route 53 in the town of Brasher. He was also ticketed for a seat belt violation.

WARRANT - MASSENA - Village police picked up Robert E. Hippensteel, 30, of Liberty Avenue, Massena, on a warrant held by the St. Lawrence County Sheriff's Department. He was turned over to sheriff's deputies.

SPEEDING - MASSENA - Village police ticketed Nichole M. Lazore, 19, of Massena for speed in zone following a traffic stop at 2:17 a.m. Thursday on East Hatfield Street.

STOP SIGN - MASSENA - Village police ticketed Lisa M. Charleston, 39, of Massena for failure to stop at a stop sign following a traffic stop at 5:25 p.m. Wednesday on Grove Street.

STOP SIGN - MASSENA - Village police ticketed John T. Hennessy Jr., 25, of Sissonville Road, Potsdam, for failure to stop at a stop sign following a traffic stop at 5:12 p.m. Wednesday on Grove Street.

SPEEDING - MASSENA - Village police ticketed Mackenzie R. Zera, 19, of Massena for speed in zone following a traffic stop at 4:22 p.m. Wednesday on East Orvis Street.

UNINSPECTED VEHICLE - MASSENA - Village police ticketed Tammy J. Serge, 42, of Massena for operation of an uninspected motor vehicle following a traffic stop at 3:52 p.m. Wednesday on Liberty Avenue.

CELL PHONE - MASSENA - Village police ticketed Barbara J. McKenna, 59, of Massena for using a cell phone while operating a motor vehicle following a traffic stop at 3:51 p.m. Wednesday on East Orvis Street.

SPEEDING - MASSENA - Village police ticketed Megan L. Hogle, 26, of Potsdam for speed in zone following a traffic stop at 1:18 p.m. Wednesday on Route 37 near Bayley Road.

UNINSPECTED MOTOR VEHICLE - MASSENA - Village police ticketed Sandra R. Datri, 46, of Fultonville for operation of an uninspected motor vehicle and operation of a motor vehicle out of restrictions following a traffic stop at 9:35 a.m. Friday on Urban Drive.

DISORDERLY CONDUCT - POTSDAM - Village police charged John L. Cavanaugh, 22, of Olmstedville with disorderly conduct at 1:06 a.m. Thursday on Market Street. Police said Cavanaugh was charged following an altercation with another male on Market Street.

SPEEDING - POTSDAM - Village police ticketed Mackenzie M. Toth, 17, of Potsdam for speeding (47/30) following a traffic stop at 10:15 p.m. Thursday on Maple Street.

PETIT LARCENY - POTSDAM - St. Lawrence County Sheriff's Department deputies charged Amanda A. Cyrus, 21, of 187 Park St., Gouverneur, with petit larceny following an investigation into a Jan. 3 shoplifting incident at the Walmart store in Potsdam. Cyrus and Crystal A. Heaton allegedly left the store without paying for $122.73 worth of merchandise. Cyrus was released on an appearance ticket for Feb. 9 in Potsdam Town Court.

STOP SIGN - POTSDAM - Village police ticketed Laura Pohl, no age or address provided, for failure to stop at a stop sign following a traffic stop at 2:47 p.m. Wednesday on Washington Street.

SPEEDING - MASSENA - Village police ticketed Joshua B. Palmer, 27, of Glen Mills, Pa., for speed in zone following a traffic stop at 9:49 a.m. Wednesday on state Route 37.

UNINSPECTED MOTOR VEHICLE - MASSENA - Village police cited several motorists for operation of an uninspected motor vehicle last week. They included:

* Heidi A. Bailey, 31, of Potsdam ticketed following a traffic stop at 10:13 a.m. Wednesday on Main Street.

* Wade Vega, 26, of Schenectady ticketed following a traffic stop at 10:24 a.m. Wednesday on Route 37.

* Luanne E. Tucker, 48, of Stark Road, Norfolk, ticketed following a traffic stop at 11:39 a.m. Wednesday on Maple Street.

* Danya R. Terrance, 32, of County Route 36, Norfolk, ticketed following a traffic stop at 12:13 p.m. Wednesday on East Orvis Street.

* Ashley N. Henninger, 27, of Windsor ticketed following a traffic stop at 12:48 p.m. Wednesday on Main Street.

* Jordan N. Wilkins, 20, of Massena ticketed following a traffic stop at 3:55 p.m. Tuesday on East Orvis Street.

INADEQUATE BRAKE LIGHTS - MASSENA - Village police ticketed Dale P. Woods, 53, of Massena for operation of a vehicle with inadequate brake lights following a traffic stop at 8:53 p.m. Tuesday on East Orvis Street.

GRAND LARCENY - MASSENA - Village police charged Philip F. Saxby, 53, of 220A Highland Road, Massena, with grand larceny and third-degree aggravated unlicensed operation of a motor vehicle. The grand larceny count alleges he stole a gold wedding band from Shirley Moniere when he was inside her residence Jan. 14 repairing a door. Police said Saxby drove to the police station Friday night on a suspended license for questioning in the grand larceny investigation.

CRIMINAL TRESPASS - MASSENA - Village police charged Bonnie LaMay, 44, of 39 Beach St., Massena, with criminal trespass at 12:26 a.m. Sunday. Terry Gillespie and his wife returned to their home at 6 Dodge St. and found LaMay sleeping on their living room floor. Police reports indicated LaMay appeared to be highly intoxicated.
