CANTON — St. Lawrence County Sheriff’s deputies charged Charles E. Powell, 61, of 35 Riverside Drive, Apt. 2B, on Thursday with possessing an obscene sexual performance by a child, a class E felony, and promoting an obscene sexual performance by a child, a class D felony.

Deputies said an investigation that started with the Department of Homeland Security in May 2011 revealed that Mr. Powell was file sharing child pornographic videos with other users on the Internet. At one point during the investigation, he allegedly provided a pornographic video to a special agent with Homeland Security Investigations.

Mr. Powell was arraigned in Potsdam Town Court and was ordered held on $3,000, to reappear Tuesday in Village Court.

Along with agents from the Department of Homeland Security in Massena, deputies were assisted by the Canton Police Department.
