Watertown police stopped to talk with a man in the 200 block of Factory Street on Tuesday night because he was carrying an open beer container, and found him possessing a pipe that allegedly contained cocaine residue, they said.

Jason W. Meeker, 35, of 411 S. Mechanic St., Apt. 14-1, was charged with seventh-degree criminal possession of a controlled substance and a municipal code violation of having an open container on the street.
