A veteran city police officer became suspicious of two men he saw on the 500 block of Arsenal Street and, after confronting them, seized quantities of cocaine and heroin allegedly prepared for sale, according to the Watertown Police Department.

As a result of Sgt. Joseph C. Reff’s investigation, two New York City men, Dishawn G. High, 29, and Lordprince Turner, 19, are being held in the Metro-Jefferson Public Safety Building. Bail was set Tuesday by Watertown City Judge Eugene R. Renzi at $20,000 for Mr. High and $10,000 for Mr. Turner. Both are charged with felony counts of third-degree criminal possession of a controlled substance with intent to sell. Mr. Turner also faces a misdemeanor count of second-degree criminal use of drug paraphernalia.

Police documents indicate Mr. High was found possessing seven packets of heroin and an unspecified number of baggies of cocaine. Mr. Tanner had a single bag of cocaine and digital scales, police alleged. An unspecified amount of cash was also seized, police said.

After they were confronted on the street by Sgt. Reff, the Metro-Jeff Drug Task Force obtained a search warrant to seek additional evidence in the suspects’ room at the Rodeway Inn, 652 Arsenal St., police said. They did not disclose what was found in the search.

Although Sgt. Reff, a 17-year veteran of the department, has never served on the drug task force, he is a state-certified “drug recognition expert” and has received awards for his work in narcotics and intoxicated driving investigations.
