James Kenan, 52, of Bridgeview, St. Lawrence Psychiatric Center, was arrested Tuesday at 1:55 p.m. on a city court warrant for third-degree assault, Ogdensburg police said. The charge stemmed from an alleged incident between Mr. Kenan and another Bridgeview resident. He was released on his own recognizance.

Joshua P. Gilbert, 22, of 560 Lovejoy Road, was ticketed Tuesday at 12:46 a.m. in the 200 block of State Street for speed in zone and third-degree aggravated unlicensed operation, city police said.
