Garrett J. Ostrom, 21, of 1123 Gill St., Watertown, was charged by Watertown police at 9:55 p.m. Thursday with fourth-degree criminal mischief. Police said he threw a $15 cellphone charger, belonging to Marian V. Harrington, at a wall in their residence, causing it to break. He was being held at the Metro-Jefferson Public Safety Building, pending arraignment in City Court.
