Watertown police on Friday charged Jami R. Smith, 38, of 657 Olive St., Apt. 6, with third-degree menacing and second-degree harassment.

Mr. Smith was accused of threatening Rachel M. Smith, same address, with a leather belt and hitting her on the leg with it. He is to appear in City Court.
