RESISTING ARREST - BRASHER CENTER - Massena-based state police charged Kaylene P. Cartier, 19, of Brasher Center with second-degree obstruction of governmental administration and resisting arrest for her role in an incident early Tuesday afternoon at 348 Upper Ridge Road. Troopers also charged Lance J. Beaubien, 24, of Brasher Center with resisting arrest. State police said Beaubien and Cartier attempted to prevent Beaubien from being taken into custody on three active warrants from the Massena courts. Cartier was released on an appearance ticket.

UNTAXED CIGARETTES - WADDINGTON - Massena-based state police made a second arrest Tuesday in an untaxed cigarettes case dating back to a March 2 stop in the town of Waddington. Troopers charged Seth A. Snyder, 27, of Irving with possession and transportation of 30,000 or more untaxed cigarettes. That same charge had been lodged against co-defendant Andrew W. Munch, 19, of Dunkirk on May 16.

CRIMINAL MISCHIEF - MOIRA - Malone-based state policed charged Joseph J. Beyers, 26, of Moira with second-degree harassment and fourth-degree criminal mischief stemming from a complaint received at 7:04 p.m. Tuesday from the town of Moira. He was arraigned in local court and sent to the Franklin County Jail with bail set at $1,500.

ONE PERSON INJURED - WESTVILLE - Malone-based state police said one person was injured in a one-vehicle accident at 3:52 a.m. Wednesday on state Route 37 near the Holden Road in the town of Westville. Troopers said the vehicle was operated by Wayne L. Grant, 52, of Fort Covington.

CELL PHONE - MASSENA - Village police ticketed Christina M. Wilson, 27, of Quinell Road, Brasher, for using a cell phone while driving a motor vehicle following a traffic stop at 9:08 a.m. Wednesday on East Orvis Street.

BRAKE LIGHT - MASSENA - Village police ticketed Jeffrey A. Chapman II of 118 Maple St., Massena, for operating a vehicle with inadequate brake lights following a traffic stop at 8:48 a.m. Wednesday on East Orvis Street.

CELL PHONE - MASSENA - Village police ticketed Amanda L. Lapage, 30, of County Route 37, Massena, for using a cell phone while operating a motor vehicle following a traffic stop at 8:30 a.m. Wednesday on East Orvis Street.

UNLICENSED OPERATOR - MASSENA - Village police ticketed Dori A. St. Pierre, 37, of Massena for unlicensed operation of a motor vehicle, operation of an uninspected motor vehicle and operation of a vehicle with no headlight following a traffic stop at 8:35 p.m. Tuesday on Liberty Avenue.

ASSAULT - MASSENA - Village police charged a 13-year-old male with third-degree assault Tuesday evening following an investigation into an incident that occurred at approximately 6:15 p.m. Monday in the St. Mary’s Church parking lot. The teenager allegedly punched another 13-year-old male in the mouth, breaking that teen’s tooth. The case will be sent to the probation department for a possible petition to St. Lawrence County Court.

CROSSWALK VIOLATION - POTSDAM - Village police ticketed Ryan E. Gallagher, 21, of Potsdam for failure to stop for a pedestrian in the crosswalk on Market Street in front of the Aubuchon building at 10:30 a.m. Tuesday.

CELL PHONE - POTSDAM - Village police ticketed Keitha E. Briggs, 48, of Canton, for operating a motor vehicle on a public highway while using cell phone following a traffic stop at 12:27 p.m. Monday on Market Street.
