DISORDERLY CONDUCT - MASSENA - Village police charged Francis M. Swinyer, 57, of 155 Hopson Road, Brasher, with disorderly conduct at 6:40 p.m. Thursday on Andrews Street. Police said Swinyer was disrupting traffic by driving his wheelchair into the roadway, stopping motorists on Andrews Street and asking them for money.
PAROLE WARRANT - MASSENA - Village police picked up John V. Woodard, 34, of4 Ripley Ave., Apt. B, Massena, on a a parole warrant Thursday afternoon at his residence. He was transported to the St. Lawrence County Correctional Facility, where he is being held on a parole hold. He had previously been sentenced to two to four years in state prison for second-degree conspiracy and first-degree escape convictions from Franklin County. The maximum expiration date for his sentence is April 2014, according to the states Department of Correctional Services and Community Supervision, He was last released from prison on Dec. 26, 2008.
UNINSPECTED MOTOR VEHICLE - MASSENA - Village police ticketed Frances V. Mousseau, 76, of Massena for operation of an uninspected motor vehicle following a traffic stop at 2:30 p.m. Thursday on East Hatfield Street.
SPEEDING - MASSENA -Village police ticketed Katelynn E. Ross, 18, of Massena for speed in zone following a traffic stop at 11:30 a.m. Thursday on East Hatfield Street.
