MASSENA - High school senior Cody Cook is the first winner of the The Roger B. Clough Memorial Scholarship created by the New York State Power Authority linemen crews from Massena, Utica, and Gilboa in remembrance of the former union leader.

Roger B. Clough was a leader in the transmission department at the New York Power Authority serving as a hot stick lineman for over 15 years, as a 757 hot stick Lineman, and also 30 years as the business manager for the International Brotherhood of Electrical workers (IBEW) Local 2032.

The 757 substation was named in honor of him in 2008 as the Roger B. Clough Transmission Center for Massena. He was a leader in the electrical workers field.
