Lynly M. Mashaw, 20, of 25 Anderson Ave., Deferiet, was charged by Watertown police with second-degree harassment about 10:17 a.m. Saturday at the Metro-Jefferson Public Safety Building, 751 Waterman Drive.

He is accused of following Kenneth D. Clark, Carthage, around multiple streets and public places in Watertown.

He is to appear in Watertown City Court.
