POTSDAM — Village police charged Bruce E. Barney, 47, Potsdam, with disorderly conduct and second-degree harassment following an incident Friday on Market Street.

According to police, Mr. Barney used obscene language in a public place while harassing another person in the immediate area.

Arrested at 9:26 a.m., he was released with an appearance ticket for Potsdam Village Court.
