CRIMINAL POSSESSION WEAPON - MASSENA - Massena-based state police charged Kirk Parks, 43, of 333 Brookfield Drive, Lafayette, Ind., with fourth-degree criminal possession of a weapon after he admitted he was in possession of a Kel-Tec .380 caliber semi-automatic pistol during a stop at 12:10 p.m. Thursday in the town of Massena. The court consulted with the St. Lawrence County District Attorneys Office, and it was determined he had a valid permit for the weapon in Indiana and had no prior criminal history. The district attorneys office recommended Parks be allowed to plead guilty to a reduced count of disorderly conduct. Parks pleaded guilty to the violation when he was arraigned before Massena Town Justice Gerald P. Sharlow. Parks paid a $50 fine and a $125 surcharge and was released after pleading guilty to the violation offered in the plea bargain agreement.
