CRIMINAL CONTEMPT - LISBON - Massena-based state police charged Curtis P. Debien, 18, of Massena with second-degree criminal contempt on Sunday following an investigation into an incident that took place Saturday. He was arraigned in local court and sent to the St. Lawrence County Correctional Facility. As part of that same investigation into the incident that took place at 4:45 p.m. Saturday in the town of Lisbon, a 15-year-old Lisbon female was charged with a violation of the Family Court act, second-degree criminal impersonation and seventh-degree criminal possession of a controlled substance. The teenager was released to appear in St. Lawrence County Family Court.
