LEAVING THE SCENE - POTSDAM - Village police charged Barbara K. Decker, 65 of Colton with making an unsafe start and leaving the scene of a property damage accident Tuesday afternoon following an investigation into a hit and run accident reported at 2:30 p.m. Monday at the Potsdam Plaza.
