Robert J. Bell III, 20, of 614 Franklin St., was charged by Watertown police at 3:58 a.m. Thursday in the 100 block of Mechanic Street with third-degree burglary, a felony.

Police said Mr. Bell forcibly stole a bike by ripping it away from Jeremy L. Flowers, Bronson Street, and then rode away with it.

Mr. Bell was being held at the Metro-Jefferson Public Safety Building pending arraignment in City Court.
