Allott performing dual roles for Massena Housing Authority


MASSENA - After eight years as business office manager for the Massena Housing Authority, Katherine F. Allott is the agency’s new executive director.

But that doesn’t mean she’s given up her old job.

“I am filling both jobs,” she said a week after the authority’s Board of Commissioners unanimously appointed her as executive director.

She replaced Patrick J. Regan Jr., who died in June.

“I ran the June meeting because Pat was recovering from surgery. I was interim at the July meeting,” Ms. Allott said. “I had a lot of support from both the board and my co-workers.”

Prior to coming to the Massena Housing Authority, she was a veterinary technician at Potsdam Animal Hospital. She has also been a medical laboratory technician before that.

“I went back to college and got my bachelor’s and my MBA from SUNY Potsdam and Clarkson and took the civil service tests,” Mrs. Allott said.

As business office manager, she worked closely with Mr. Regan and his predecessor, John C. Greene.

Our offices were adjoining,” she said. “I think having been here already for eight years I have a pretty good idea of how things run. I certainly know the ins and outs of what’s going on, but I don’t know everything yet.”

The Housing Authority had already passed its 2012-13 budget prior to her taking over.

“Fortunately our budget had already been passed, so we’re set with that. I won’t need to worry about working on the budget until spring,” Ms. Allott said.

“Now I’m working on end-of-year financial things, which I did anyway, so that’s really not much of a change. I’m also getting ready for our annual HUD audit, which I had a part in,” she said.

She said she doesn’t plan on making any changes for the time being.

“I think we have a very well run organization. There’s always little things you can do, but I’m not looking to change anything in a major way, maybe small improvements to streamline operations,” she said.

Mrs. Allott said others have helped her along the way, which she has appreciated.

“I had a good staff. Our HUD office in Buffalo is very helpful. I call them with any questions. They’ve been very good at guiding me through what I needed to do paperwork-wise,” she said.

Following her appointment last week, board Chairman W. John Davis had said Ms. Allott was the right person for the position following Mr. Regan’s death.

“Really, as we looked at her and looked at the requirements we would be looking at, she had everything we needed. We had the opportunity to promote from within and we thought, let’s do it. I think it makes it a very seamless type of transition. I think if Pat had been around he would have recommended Kathy. I think he felt highly of her,” Mr. Davis said.

“We decided to promote from within. It was a unanimous decision. She has a degree in business administration from Potsdam and an MBA from Clarkson in business administration. She is well qualified educational-wise and has had a good background with us the last five years. She is very in tune with the HUD (Housing and Urban Development) requirements, budget requirements and financial requirements,” he said.

Mr. Regan had been named executive director in May 2007. He replaced Mr. Greene, who retired from the position.
