Michael J. Ruttan, 33, of 411 S. Meadow St., is facing his fourth driving while intoxicated charge in 10 years following his arrest Monday night by Watertown police.
Police halted him shortly before 10:50 p.m. near his home to initially cite him with driving without headlights and a stop sign violation. He was subsequently charged with felony DWI.
Mr. Ruttans three prior arrests occurred in the city, with the most recent charge, lodged on Nov. 8, 2008, resulting in a felony DWI conviction. He was sentenced in Jefferson County Court to five days in jail and a three-year conditional discharge.
He was convicted of DWI in City Court following an arrest in May 2005, and a charge filed in May 2002 was reduced to driving while ability is impaired by the use of alcohol.
His blood-alcohol level Monday night was listed as 0.16 percent. Under state law, 0.08 percent constitutes intoxication.
