City Planning Board sets conditions for new auto detailing business

A new business, the same old problems for a State Street property.

The city’s Planning Board recommended on Tuesday granting a special-use permit to an operator of a car detailing business, but only if he repairs a fence, paves the parking lot and improves the landscaping on the property at 804 State St.

The Watertown City Council has the final say about whether the special-use permit is ultimately approved.

Stanley Layo opened S&J Auto Detailing a few months ago at the site without realizing he was required to get a special-use permit, said Kenneth A. Mix, the city’s planning and community renewal coordinator.

The building most recently housed another car detailer, an auto repair shop and used car lot.

Last September, the Planning Board and council members extended the special-use permit, requiring the three businesses’ owners to complete the three conditions. That was never done.

City Planning Board members wanted to make sure the same situation will not happen again.

“If you’re going to operate, you have to do the conditions. If not, you don’t operate,” Mr. Mix warned the owner of the new car detailing business.

City planners blamed the problem on property owner Mark Bonner, who has refused to do the work that has been required for the property. That means the tenants have to do the work, they said. Mr. Bonner could not be reached to comment Tuesday.

Mr. Layo, who did not attend the meeting, said he has already started the work on the fence and plans to complete the landscaping, but the parking lot “is something Mark Bonner is going to have to do.”

In other business, the board:

n Agreed to change the zoning from Residence B to Light Industrial for a portion of the property at 473 Eastern Boulevard. Stebbins Engineering and Manufacturing Co. recently purchased the former Watertown Health & Racquet Club, 431 Eastern Blvd., and plans to convert it to a storage building for construction equipment.

n Tabled a proposal to construct a 6,000-square-foot expansion at North Country Neurology, 1340 Washington St. Dr. Abdul Latif plans to bring in two more doctors to the practice and add a sleep laboratory.
