GOUVERNEUR — Scott M. Phillips, 45, of 18 South St., Gouverneur, was arrested by village police at 11:31 a.m. Saturday and charged with public lewdness.

Mr. Phillips is accused of exposing himself and masturbating on a porch at 187 Park. St.

He is scheduled to appear in Gouverneur Village Court.
