DWI REFUSAL - MASSENA - Massena-based state police charged Kirk D. Stephan, 40, of 29 Sitterly Road, Clifton Park with driving while intoxicated, refusal top take a breath test and failure to keep right following a traffic stop at 8:46 p.m. Sunday on state Route 37C in the town of Massena. Troopers said they responded to a complaint that an intoxicated male had driven away from the restaurant. His vehicle was located on state Route 37, and troopers said they observed his vehicle swerving in the westbound lane. crossing the center line andgoing onto the shoulder of the highway. Troopers also said Stephan struggled when he exited the vehicle, nearly falling several times before holding onto the back of the vehicle. He was arraigned by Massena Town Justice James M. Crandall and sent to the St. Lawrence County Correctional Facility with bail set at $1,000 cash or $2,000 bond.
PERSONAL INJURY ACCIDENT - POTSDAM- One person was reported as being injured in a one-vehicle accident at 8:58 a.m. Sunday on County Route 14, near Gilson Road, in the town of Potsdam. Canton-based state police said the vehicle was operated by Ryan Frederick Dean, 18, of Canton.
PROHIBITED SALE - MASSENA - Massena-based state police charged Casondra L. Arquitte, 22, of Brasher Falls with prohibited sale of alcohol beverages following an incident at 8:45 p.m. Aug. 22 at The Corner Store, 13 state Route 37C, in the town of Massena.
CRIMINAL TRESPASS - FORT COVINGTON - Malone-based state police charged Michael J. Jackson, 38, of Fort Covington with second-degree criminal trespass, fifth-degree criminal possession of a weapon and unlawful possession of a weapon following an incident reported to troopers at 11:53 a.m. Sunday from the town of Fort Covington. He was arraigned in local court and sent to the Franklin County Jail.
PROPERTY DAMAGE ACCIDENT - BOMBAY - Malone-based state police investigated a one-vehicle property damage accident at 10:38 p.m. Sunday on Scanlon Road, near Irish Ridge Road, in the town of Bombay. Troopers said the vehicle was operated by Nancy M. Richards, 37, of Brushton.
