HARASSMENT - WINTHROP - St. Lawrence County Sheriff’s Department deputies charged Matthew Howard, 32, of 504 Hurley Road, Brasher, with second-degree harassment Wednesday following an incident at his residence. Howard was reportedly involved in an altercation with another man. He was released on an appearance ticket for Stockholm Town Court.
