PHCS sets tax rates for 2012-2013 fiscal year

PARISHVILLE - A property revaluation in the town of Hopkinton has led to a school tax rate decrease of approximately 32 percent, but increased property values mean the discount won’t be nearly that much on school tax bills for residents living in the municipality.

“It’s a decrease per thousand in assessed value,” Assessor Allen W. Fukes said ,referring to the tax rate decrease. “The amount they’ll pay depends on how much their assessment went up.”

That being said, Mr. Fukes noted he believes most “residential” taxpayers will see a decrease in their tax bill.

“I would say most residential properties will be paying anywhere from 10 to 20 percent less,” he said, adding that even many of the waterfront property owners along Lake Ozonia will also see a decrease in their tax bills.

Mr. Fukes said the increase in assessed values varied greatly from parcel to parcel.

“Some assessments didn’t increase much because they were pretty close to their full value assessment to begin with,” he said. “Some properties did go up quite a bit, mostly those with a lot of vacant land.”

Mr. Fukes explained those parcels received the biggest increase because the town’s land value has increased significantly since the last revaluation was done.

The revaluation increased the town’s assessed value from $56,710,039 up to $83,544,401 and with that increase also came an improvement in the town’s equalization rate.

“In Hopkinton, they will see a significant decrease in their tax rate, because their equalization rate went up from 72 to 100 percent,” said Superintendent Darin P. Saiff.

That would mean in the past a property valued at $100,000 in the town was assessed at $72,000. Equalization rates are set by the state and compare actual property sales to assessments on comparable properties in a municipality.

With the decrease, taxpayers in Hopkinton will pay roughly $12.90 per $1,000 of assessed property value versus the roughly $18.18 they paid last year, a decrease of $5.28.

For example, a property owner assessed at $72,000 with no STAR exemption would have had a school tax bill of $1,308.86 last year. If that property is now valued at $100,000 after the revaluation, his tax bill would drop to $1,290 this year.

When voters in the district headed to the polls this past spring, the budget proposal they voted on called for an estimated 2.91 percent increase.

“We assess taxes in four townships,” Mr. Saiff said. “Three of those towns, Hopkinton, Parishville and Potsdam, will see a tax rate decrease.”

While residents in Hopkinton will see the biggest decrease, taxpayers in Parishville and Potsdam will also see tax rate decreases of approximately 1.4 percent.

In Parishville, where the equalization rate remained 5.6 percent, taxpayers will see a tax rate of approximately $230.54 per $1,000 of assessed property value. This rate is $3.28 less than last year.

Potsdam’s equalization rate also remained the same at 96 percent. Taxpayers there will see a tax rate of approximately $13.44, a decrease of 19 cents from last year’s rate.

“In Stockholm, they’ll see a slight increase in their full value tax rate because their equalization rate went from 95 to 92 percent,” Mr. Saiff said.

That change results in a 1.8 percent tax rate increase, which is still less than voters had anticipated in the spring.

The increase of 25 cents gives taxpayers in Stockholm a rate of approximately $14.03 per $1,000 of assessed property value.
