Nolan P. Mitchell, 23, Norfolk, was stopped by village police at 3:23 a.m. Sunday on Main Street, Massena, for allegedly failing to obey traffic laws and was charged with aggravated driving while intoxicated.

His blood alcohol content was 0.21 percent, police said. Under state law, a BAC of 0.08 percent or more consitutes intoxication. Aggravated DWI is charged when the BAC is 0.18 percent or more.
