LOUISVILLE – Massena-based state police charged James S. Myers, 51, of Massena with driving while intoxicated, aggravated DWI, refusal to take breath test, failure to keep right and impeding traffic by driving too slow Saturday on County Route 39 in the town of Louisville. He was released to a third party.
