MASSENA – Massena-based state police charged Steven F. Rushlow, 31, of Massena with misapplication of property Saturday on Stearns Street, Massena. The arrest stemmed from an Aug. 9 incident when he allegedly sold a 2004 Pontiac Grand Am that did not belong to him. He was released on an appearance ticket.
