ANIMAL CRUELTY - MASSENA - Village police charged Joshua M. Dion, 22, of 2 Willow St., Massena, with animal cruelty at 12:06 a.m. Thursday at the apartment complex. Sarah Gauthier told police she opened her door and her cat got out. Dion, a neighbor, reportedly caught the cat, threatened to kill it and banged its head against the wall several times.

ENDANGERING THE WELFARE - MASSENA - Village police charged Robert F. Lytle, 39, of 18 Pine St., Massena, with endangering the welfare of a child at 11:50 p.m. Wednesday following a domestic dispute at his residence. Lytle was reportedly intoxicated and started arguing with his Tiffany M. Snyder, who was sitting in a recliner with her two-year-old son on her lap. He reportedly kicked a kitchen chair at the recliner while she was holding the child. He was arraigned by Massena Town Justice Gerald P. Sharlow and released on his own recognizance. The court signed a temporary order of protection directing Lytle to not harass, annoy or alarm Ms. Snyder.

PUBLIC LEWDNESS - MASSENA - Village policed charged Emily A. Snyder, 20, of 12 Perkins Road, Massena, with second-degree harassment and public lewdness at 5:47 p.m. Tuesday. She allegedly sent Victoria Murray a text message asking her to fight another female. When Ms. Murray declined the right request, Snyder reportedly threw eggs at her residence and flasher her buttocks at her.

OUT OF RESTRICTIONS - MASSENA - Village police ticketed C.J. McGregor, 31, of Massena for driving out of restrictions following a traffic stop at 8:14 p.m. Wednesday on South Main Street.

AGGRAVATED UNLICENSED OPERATION - MASSENA - Village police charged Thomas M. McGregor Jr., 32, of 154 Liberty Ave., Massena, with third-degree aggravated unlicensed operation of a motor vehicle. He was also ticketed for driving out of restrictions following a traffic stop at 8:10 p.m. Wednesday on state Route 37.

INADEQUATE HEADLIGHTS - MASSENA - Village police ticketed Bridget A. Gardner, 35, of Massena for operation of a vehicle with inadequate headlights following a traffic stop at 7:54 p.m. Wednesday on Bayley Road.

SPEEDING - MASSENA - Village police ticketed Russell H. Crowsen, 34, of Massena for speed in zone following a traffic stop at 5:35 p.m. Tuesday on Maple Street.
