City police charged Jeffrey W. Brenno, 56, of 212 Linden Lane, Ogdensburg, Thursday at 8:05 p.m. at the intersection of the Downtown Arterial and Commerce Street for inadequate headlight, third-degree aggravated unlicensed driving and seventh-degree criminal possession of a controlled substance. Police said he was released with an appearance ticket.
