Ronald A. Neuroth, 67, of 15 Old Oak Point Road, Hammond, was ticketed for failure to stop at a red light at 4:48 p.m. Thursday at the intersection of Route 37 and Park Street.

Deborah L. Marcellus, 31, of 514 Cresent St., was ticketed at 9:35 a.m. Thursday on Lafayette Street for using a cell phone while driving, city police said.

Jessica L. Thomas, 28, of 1221 Knox St., was arrested Thursday at 12:22 p.m. for second-degree assault. City police said she punched Terri Lynn Devries, 28, of 911 New York Ave., on Sept. 2. She is due in city court on Oct. 30.
