RAPE - GOUVERNEUR - Gouverneur-based state police charged Casey Garlough, 32, of Gouverneur with second-degree rape, second-degree criminal sexual act, third-degree rape, third-degree criminal sexual act, endangering the welfare of a child and first-degree unlawfully dealing with a child.

Garlough allegedly had sexual intercourse and oral sexual conduct with a 14-year-old male in January 2012 and with a 15-year-old male in August 2012.

Garlough also provided the 14-year-old male with alcohol in March 2012, troopers said.

Garlough was arraigned in the town of Fowler Town Court and released under the supervision of the probation department to reappear Dec. 5.

CRIMINAL IMPERSONATION - POTSDAM - Canton-based state police charged Michael J, Brown, 22, of Massena with second-degree criminal impersonation and second-degree aggravated unlicensed operation of a motor vehicle following a traffic stop at 8:45 p.m. Monday on state Route 310.

CRIMINAL CONTEMPT - LOUISVILLE - Massena-based state police charged Amber M. Gardner, 20, of Massena with first-degree criminal contempt and second-degree harassment following a complaint received by troopers at 11:33 a.m. Monday from the town of Louisville. Gardner was arrested at 6:35 p.m. Monday, arraigned in local court and sent to the St. Lawrence County Correctional Facility, troopers said.

PUBLIC LEWDNESS - MOIRA - Malone-based state police charged Devine W. Seiler, 16, of Moira with public lewdness Monday following an investigation received at 11:49 a.m. Oct. 31 from the town of Moira.

PROPERTY DAMAGE ACCIDENT - WINTHROP - Massena-based state police said Jacy V. Charleston, 22, of Norfolk was involved in a one-vehicle property damage accident at 11:06 a.m. Monday on County Route 47, near Crane Road, in the town of Stockholm.
