PUBLIC URINATION - POTSDAM - Village police charged Kayla M. Fantone, 18, of Cromwell, Conn., with public urination at 12:56 a.m. Sunday on Bay Street. Police said an officer observed Fantone urinating in public view.

DWAI DRUGS - POTSDAM - Village police charged Francis T. Green, 35, of Potsdam with driving while ability impaired bydrugs following an incident at 3:30 a.m. Sunday on Market Street. Police said Green was found unconscious in a vehicle in the Sunoco parking lot on Market Street, and he was found to be impaired by drugs.
