IMPROPER U TURN - MASSENA - Village police charged Ryne R. Martin, 53, of Brasher Falls, managing editor of the Daily Courier-Observer, with making an improper U turn at 11:35 a.m. Monday following a personal injury accident on the Parker Avenue Bridge. Police said Martin was southbound on the Parker Avenue Bridge when he pulled into the path of a southbound U.S. Postal Service van being operated by Marcea L. Smith, 43, of County Route 43, Massena. Smith was transported to Massena Memorial Hospital by Massena Rescue with a complaint of upper body pain. Martin and a passenger in his vehicle, Christine Compo-Martin, were uninjured.

FAILURE TO OBEY - MASSENA - Village police ticketed Kristy L. Brainard, 37, of Massena for failure to obey a traffic control signal at 4:32 p.m. Saturday following a property damage accident on East Orvis at Main Street.
