HYPODERMIC INSTRUMENTS - MASSENA - Village police charged Christopher L. Miller, 27, of 209 East Orvis St., Massena, with three counts of criminal possession of hypodermic instrument at 6:31 p.m. Thursday following a request for assistance from the New York State Division of Parole and Community Supervision making a home visit.
Miller had been sentenced to one to four years in prison for a third-degree rape conviction from St. Lawrence County Court. He had entered state prison on Aug. 3, 2010 and was released under parole supervision on May 11, 2012.
THEFT OF SERVICES - MASSENA - Village police charged Kristen A. Lafrance, 28, of 797 County Route 39, Massena, with theft of services at 2:42 p.m. Thursday following an illegal dumping complaint. Lafrance had reportedly been placing her garbage in a dumpster at a rental property at 32 Water St.
AGGRAVATED UNLICENSED OPERATION - MASSENA - Village police charged Jennifer L. Roberts, 37, of 3 Leach St., Massena, with second-degree aggravated unlicensed operation of a motor vehicle and ticketed him for driving to the left of hazard markings at 1:04 a.m. Friday following a traffic stop on East Orvis Street.
CELL PHONE - MASSENA - Village police ticketed Vincent W. OBrien, 45, of Massena for using a cell phone while operating a motor vehicle at 8:50 a.m. Friday following a traffic stop on Maple Street at Baldwin Avenue.
SPEEDING - MASSENA - Village police ticketed Sally K. Mulvana, 41, of Moira for speed in zone at 10:18 a.m. Friday following a traffic stop on the South Raquette River Road.
STOP SIGN - MASSENA - Village police ticketed Misty L. Fuller, 30, of Massena for illegally passing a stop sign following a traffic sign at 9:45 p.m. Thursday following a traffic stop on Parker Avenue at Alvern Avenue.
SQUEALING TIRES - MASSENA - Village police ticketed Randall J. Haggett, 37, of Massena for making an unsafe start after squealing his tires at 9:25 p.m. Thursday on Parker Avenue at Alvern Avenue.
