DISORDERLY CONDUCT - LISBON - Canton-based state police charged Justin D. Cardinal, 21, of Canton with disorderly conduct at 1:35 p.m. Monday at 68 Kotz Road in the town of Lisbon.



CONTROLLED SUBSTANCE - MASSENA - Massena-based state police charged Nolan W. Lamb. 25, of Ogdensburg with seventh-degree criminal possession of a controlled substance following a traffic stop at 2:35 p.m. Monday on state Route 37 in the town of Massena.



RAPE - CONSTABLE - Malone-based state police charged Christopher L. Joiner, 20, of Constable, with three counts of secon-degree rape and three counts of endangering the welfare of a child Sunday after troopers conducted an investigation into a reported rape of a 14-year-old female. Joiner was arraigned by Constable Town Justice Diane Wisneskey and sent to the Franklin County Jail with bail set at $10,000 cash or $20,000 secured bond on the recommendation of the Franklin County District Attorney’s Office. An order of protection for the victim was also issued.Joiner is scheduled to return to the Town of Constable Court on Jan. 9.



PROPERTY DAMAGE ACCIDENTS - CANTON - State police responded to a number of property damage accidents around the region on Monday. Among those were:

■ Elizabeth D. Boshane, 24, of Norfolk at 11:05 p.m. Monday on state Route 72, near Dugway Road, in the town of Parishville.

■ Tricia Lynn Helm, 37, of Moira at 10:10 p.m. Monday on Russell Road, near state Route 95, in the town of Moira.
