OSWEGATCHIE — Lee R. Harper, 62, of 71 Washington St., Heuvelton, was charged with driving while intoxicated by New York State Police at 10:45 p.m. Saturday. Mr. Harper was stopped for failure to keep right on County Road 15 in Oswegatchie.

State Police said his blood alcohol content was unavailable Sunday.
