BAD CHECKS - MASSENA - Village police charged Robert E. Kizziah, 51, of 71 Westwood Drive, Apt. 4, Massena, with three counts of issuing a bad check Tuesday. He allegedly wrote checks for $1,052 on Dec. 17, $1,400 on Feb. 8 and $500 on Feb. 8 to pay for an apartment at Regency Apartments in the village of Massena. He was released on an appearance ticket on the issuing a bad check counts and was turned over to sheriff’s department deputies who held a fugitive from justice warrant. Village police said Kizziah is wanted in the state of Tennessee for issuing over $60,000 worth of bad checks. Deputies had also charged Kizziah with a felony count of fourth-degree grand larceny and misdemeanor charges of issuing a bad check and theft of services for writing a check for $2,520 to pay for six weeks of lodging at Lakeview Motel and Apartments. That check was reportedly written on an account with insufficient funds. He checked out of the Lakeview in late January, according to court documents. He was arraigned on that charge by Massena Town Justice James M. Crandall and sent to the St. Lawrence County Correctional Facility with bail set at $15,000.

FELONY DWI - MASSENA - Village police charged David M. Debien, 44, of 18 Prospect Ave., Massena, with felony counts of driving while intoxicated and first-degree aggravated unlicensed operation of a motor vehicle and ticketed him for two stop sign violations following a traffic stop at 12:18 a.m. Wednesday on Woodlawn Avenue. His operating privileges had been revoked following a May 13, 2008 conviction for driving while intoxicated. He was arraigned by Massena Village Justice Eric J. Gustafson and released under the supervision of the probation department.

BENCH WARRANT - MASSENA - Village police picked up Brian J. Snyder, 27, of 1962 County Route 53, Massena, on a bench warrant issued by village court for failure to appear in court as directed on pending third-degree aggravated unlicensed operation of a motor vehicle, operation of a vehicle with no insurance and following too closely charges. He was arraigned by Acting Massena Village Justice James M. Crandall and released after posting $300 cash bail.

AGGRAVATED UNLICENSED OPERATION - MASSENA - Village police charged William A. Beyers, 25, of 394 Hazen Road, North Lawrence, with third-degree aggravated unlicensed operation of a motor vehicle at 11:01 p.m. Tuesday following a traffic stop on Stephenville Road.

UNLAWFUL POSSESSION - MASSENA - Village police charged Richard A. Christy, 18, of 1013 Bronson St., Watertown, with unlawful possession of marijuana and ticketed him for speed in zone and unlicensed operation of a motor vehicle following a traffic stop at 10:20 a.m. Wednesday on West Hatfield Street.

FOLLOWING TOO CLOSELY - MASSENA - Village police ticketed Jessica S. Arcet, 33, of 1963 County Route 38, Norfolk, for following too closely following a two-vehicle property damage accident at 11:39 a.m. Wednesday on Main Street at Orvis Street.
