Jean Parker, 42, of County Route 49, Winthrop, was arrested for failure to appear in city court at 10:25 a.m. Thursday after being charged with a second-degree harassment on Jan. 3, city police said. She was arraigned by Judge A. Michael Gebo and released on her own recognizance.
