MASSENA - It looks like the back-up Emergency Operations Center (EOC), currently located in Canton, may be headed two or three dozen miles north after an agreement was approved by the Massena Village Board Tuesday evening.
The agreement between the village of Massena and St. Lawrence County calls for the Massena Fire Department to be designated as the St. Lawrence County Back-Up EOC.
Fire Department Foreman Ken McGowan said that it makes sense for the move to happen.
Basically, what the county wants to do, they want to move their back-up 911 system out of Canton. Thats where it is right now and it doesnt make much sense. They want to move it here to Massena for local reasons. Massena Electric (Department), DANC (Development Authority of the North Country) is in the area so it can tie into that, Mr, McGowan said. So they would like to have us be the 911 back-up center in case something happens in Canton. There would be probably a 20 minute, 30 minute lag where we would have to do their duties until they can get here. But the equipment, theyre going to allow us to use when we have fire calls and that kind of stuff. It makes sense to get the back-up out of Canton.
Village Trustee Timothy J. Ahlfeld briefly raised the question of cost if this were to happen. Mr. McGowan said it would not be an issue.
All costs are covered. The only cost that the village would incur is what were paying now, which is the internet fees. This ties right into that, he said. Basically all its going to be is a couple computers basically where our dispatch stuff is now. If they need a tower, an antenna that would probably go on a nice high spot like Laurel Terrace and they would just microwave it to the fire station however they do all that good stuff. The nice thing about it is we get to utilize it too. (The village) has the maps and if theres a fire call we can have the maps instantaneously instead of trying to figure out what number it is on the street. And its no cost, to the village any way.
