CRIMINAL OBSTRUCTION BREATHING - LOUISVILLE - Massena-based state police charged Michael J Smith, 24, of Louisville with criminal obstruction of breathing and endangering the welfare of a child after responding to a domestic dispute complaint at 2:42 p.m. Tuesday in the town of Louisville.
UNLAWFUL POSSESSION - WADDINGTON - Massena-based state police charged Stephen F, David, 18, of Massena with unlawful possession of marijuana and ticketed him for failure to notify the Department of Motor Vehicles of an address change following a stop at 10 a.m. Tuesday on Route 37 in the town of Waddington.
PROPERTY DAMAGE ACCIDENTS - POTSDAM - State police from around the region investigated a number of property damage accidents on Tuesday. Among those:
■ Mitchell J. Despaw, 56, of Hannawa Falls and Eileen O. Anderson, 73, of New Hartford were involved in a two-vehicle collision at 1:14 p.m. on Route 11 at the Tractor Supply store lot in the town of Potsdam.
■ Chelsea M. Hackett, 21, of Ogdensburg at 7:02 p.m. on County Route 35, near Wright Road, in the town of Potsdam.
