Police charge Level III sex offender with failing to register after move to Massena


FAILURE TO REGISTER - MASSENA - An Ogdensburg-area man classified as a high risk to commit another sex offense was charged Thursday with failing to notify authorities that he had moved to Massena over two months ago.

Village police charged Leon L. “Bum” Ellis, Jr., 74, of 28 Pine St., Massena, with the felony count of failure to register as a sex offender. State law requires Level III sex offenders to notify authorities within 10 days of an address change.

Ellis, who was listed on the sex offender registry as living on Sand Street in Brier Hill, told police he had moved to Massena at the end of October.

He was sentenced to seven to 14 years in state prison in November 1992 for a first-degree sodomy conviction stemming from an incident involving a seven-year-old boy. He was released after serving 12 years in prison.

Ellis was sentenced to 1 1/2 to 3 years in state prison in April 2006 for a second-degree attempted criminal sexual act conviction. That charge stemmed from an incident involving a mentally disabled 80-year-old male.

He was released on an appearance ticket for village court.
