HYPODERMIC INSTRUMENT - ROSSIE - Gouverneur-based state police charged Andrew A. Hawkins, 30, of Potsdam with criminal possession of a hypodermic needle following a stop at 3:50 p.m. Thursday on Route 11 in the town of Rossie.

CRIMINAL POSSESSION MARIJUANA - FORT COVINGTON - Malone-based state police charged Tyrone T. Owens, 25, of Fort Covington with fourth-degree criminal possession of marijuana - more than 2 ounces at 6:57 p.m. Thursday following a traffic stop on Route 37 in the town of Fort Covington.

UNLAWFUL POSSESSION - BOMBAY - Massena-based state police charged Kristian A. Smoke, 21, of Akwesasne with unlawful possession of marijuana following a stop at 4:40 p.m. Thursday on Route 37 in the town of Bombay.

ENDANGERING THE WELFARE - FORT COVINGTON - Malone-based state police charged Gerold P. Brothers, 44, of Fort Covington with endangering the welfare of a child Thursday morning following an investigation into an incident reported at 12:30 p.m. Wednesday from the town of Fort Covington.

PROPERTY DAMAGE ACCIDENT - MALONE - State police from around the region investigated a number of property damage accidents Thursday around the region. Among those:

■ Robin J. Fetter. 47, of Norwood struck a parked vehicle at 5:18 p.m. Thursday in the Moose Lodge parking lot in the town of Malone.
