FELONY DWI - POTSDAM - Village police charged Joshua F. Miller, 28, of Canton with a felony count of driving while intoxicated and drinking alcohol in motor vehicle on highway and ticketed him for making an improper left turn and speed not reasonable and prudent at 1 a.m. Tuesday after responding to a report of a property damage accident on Depot Street. Police said Miller struck a building. He reportedly had a blood alcohol content of 0.24 percent, three times the 0.08 mark that is proof of intoxication in the state. He was arraigned by otsdam Village Justice Nicholas Pignone and sent to the St. Lawrence County Correctional Facility with bail set at $1,500 cash or $3,000 bond.

A passenger in his vehicle, Dana A. Larue, 29, of Canton was charged with drinking alcohol in motor vehicle on highway.

ANIMAL NEGLECT - POTSDAM - Village police charged Casey A. Hall, 24, of Potsdam with failure to provide sustenance for animals at 4:48p.m. Tuesday stemming from an investigation into an animal neglect complaint that was reported on Feb. 19. Hall reportedly failed to properly care for and provide adequate food and water to two dogs and four cats. The animals were removed from the residence and were turned over to the Potsdam Humane Society.

Village police had charged Hallwith five counts of cruelty to animals Jan. 18 after police responded to a complaint from a lanlord that a tenant had abandoned two dogs inside an unheated apartment on Maple Street. Police responded and said they found two dogs and three cats in filthy conditions with animal feces all over the residence and no heat. Animal control officers were contacted, and the animals were taken to the Potsdam Animal Shelter. Police said they located Hall a short time later at a friend’s residence.
