Massena men charged after allegedly lying to troopers

MASSENA — Massena-based state police on Wednesday charged Joseph D. Mitchell, 18, of 237 County Route 43, Lot 40, with misdemeanor second-degree obstruction of governmental administration and unlawful possession of marijuana, a violation.

Also charged was Andrew J. Northrup, 16, of 94 Stoughton St., with a misdemeanor count of false personation.

Troopers allege that orthrup provided them with a false name and date of birth Tuesday when he, Mitchell and a third teen were charged with unlawful possession of marijuana at Mitchell’s residence.

Mitchell was charged with obstruction Wednesday because he allegedly knew Northrup provided the false information, troopers said.

When troopers arrived at Mitchell’s residence about 2:30 p.m. Wednesday to charge the two men, they allegedly detected a strong smell of marijuana and seized a small quantity of marijuana found inside the home.

Mitchell was arraigned in Louisville Town Court and sent to the St. Lawrence County Correctional Facility with bail set at $250 cash.

Northrup, who had a warrant for his arrest, was arraigned in Stockholm Town Court and posted $100 cash bail on that warrant and was sent to the county jail with bail also set at $250 cash on the false personation charge.

Further arrests are pending, troopers said.
