ROSSIE — State police on Tuesday charged two Gouverneur men, Joseph E. Allen, 32, of 1235 Prospect St., and Ti J. Dahlberg, 35, of 47 McKean St., with misdemeanor seventh-degree criminal possession of a controlled substance. Mr. Allen additionally was charged with misdemeanor possession of a hypodermic instrument and unlawful possession of marijuana, a violation.

Troopers allege that at a U.S. Border Patrol checkpoint on Route 11 in the town of Rossie, Mr. Allen was unable to provide a drivers license, and following a consensual search was found to be in possession of a Suboxone strip without a prescription. Troopers said a search of the vehicle also yielded a glass pipe with the residue of an unidentified controlled substance, a hypodermic needle and a silver-colored pipe with marijuana in it.

Both men were both issued appearance tickets for Town Court.
