ENDANGERING THE WELFARE - NORFOLK - Massena-based state police charged Michael F. Greenwood, 24, of Constable with endangering the welfare of a child, fourth-degree criminal mischief and unlawful possession of fireworks, and ticketed him for reckless driving, a child safety restraint violation and driving without headlights Tuesday.
Troopers said that at approximately 12 a.m. they responded to what was reported as a disturbance on Hough Road in the town of Norfolk. They found two pick-up trucks that appeared to have collided in a field, and they said their investigation revealed that a Mazda pick-up truck being operated by Greenwood had been driving up and down the road with his headlights off. A resident on Hough Road got into their vehicle and followed Greenwoods vehicle, and Greenwood allegedly intentionally struck the vehicle operated by the witness in a field near the intersection of Hough Road and Hidy Avenue.
Greenwood was found in possession of fireworks. A 24-year-old female and a 2-year-old male were in Greenwoods vehicle at the time of the incident, according to troopers, who said the child was not restrained in a child safety seat.
Greenwood was released on appearance tickets for May 28 in Norfolk Town Court.
ACCIDENT - WINTHROP - Massena-based state police investigated a one-vehicle property damage accident at 3:38 p.m. Tuesday on state Highway 420 in the town of Stockholm. The vehicle was operated by Amy L. Nichols, 51, of Ogdensburg.
