PETIT LARCENY - MASSENA - Village police charged Miriam A. Phelps, 28, of 6 Prospect St., Norwood, formerly of Tamarac, Fla., with petit larceny at 12:31 p.m. Monday after responding to a shoplifting complaint at the Massena Walmart. Police said Phelps allegedly walked past the store’s last point of sale without paying for $250.62 worth of merchandise. She was released on an appearance ticket.

LEAVING THE SCENE - MASSENA - Village police charged Ronald L. Freeman, 27, of 131 Andrews St., Massena, with third-degree aggravated unlicensed operation of a motor vehicle and leaving the scene of a property damage accident following a property damage accident on Woodlawn Avenue. Police said Freeman struck the driver’s side mirror of a parked vehicle with the passenger side mirror of his vehicle and then fled the scene. He was located on Spruce Street.
