CELL PHONE - MASSENA - Village police ticketed Samuel E. Sprague, 18, of Lacomb Road, Norfolk, for using a mobile phone while operating a motor vehicle at 2:31 p.m. Wednesday following a traffic stop on South Main Street.

PETIT LARCENY - MASSENA - Village police charged Kevin G. Hines, 33, of 118 1/2 Maple St.,Massena, with three counts of petit larceny and Stacey J. Putney, 37, of 129 Jefferson Ave., Massena, with petit larceny and sixth-degree conspiracy Wednesday afternoon following an investigation into a series of shoplifting incidents that occurred between June 12-15 at the Massena Walmart store. Police allege on one of those occasions Putney shoplifted a container of Crest White Strips, valued at $18.98, and then Hines entered the store a short time later and returned the item for a cash refund. Hines was also charged with shoplifting a flashlight and two bottles of lotion in separate incidents at the Walmart store. Hines and Putney were released on appearance tickets.

UNSAFE BACKING - MASSENA - Village police ticketed Beatrice H. White, 80, of St. Regis Road, Akwesasne, for unsafe backing after she reportedly backed into a parked Massena Village Police patrol vehicle at 4:47 p.m. Wednesday in the Walmart parking lot.
