RAPE - CLIFTON - Canton-based state police charged Timothy A. Mills, 46, of Ogdensburg with two counts of second-degree rape, two counts of endangering the welfare of a child and one count of unlawfully dealing with a child by providing alcohol Tuesday morning following an investigation into a sexual offense complaint filed on June 1 from the town of Clifton.

FAILURE TO REGISTER - BRASHER - Massena-based state police charged Mickey P. Reyome, 53, of Brasher with a misdemeanor count of failure to register as a sex offender - prior conviction. The arrest was made at 10:52 a.m. Tuesday at 45 West Cotter Road, Brasher Falls. Reyome is classified as a Level 1 sex offender, the classification for sex offenders viewed as the lowest risk to commit another sex crime. He was convicted of first-degree sexual abuse in 2001 in St. Lawrence County.

UNLAWFUL POSSESSION - CANTON - Canton-based state police charged Emmet J. Shaul, 18, of Oswegatchie with unlawful possession of marijuana and unlawful possession of alcohol by a person less than 21 and ticketed him for using a mobile device while operating a motor vehicle at 2:15 p.m. Tuesday following a traffic stop on Route 11 in the town of Canton.

PROPERTY DAMAGE ACCIDENT - MALONE - State police investigated several property damage accidents around the region on Tuesday. Among those:

• Lorna A. Eldred, 73, of Fort Covington at 12:54 p.m. on Route 37 near California Road in the town of Fort Covington.
