FAILURE TO REPORT ADDRESS CHANGE - MASSENA - Massena-based state police charged Wendell L. Woodring, 45, of Massena with sex offender failure to report an address change at 7:30 a.m. Sunday, stemming from an incident reported to troopers at 2:15 p.m. July 4 from the town of Louisville. He was released on an appearance ticket.

MARIJUANA POSSESSION - MASSENA - Massena-based state police charged Melvin C. Locklear, 28, of Maxton, N.C., with unlawful possession of marijuana at 2 p.m. Sunday on state Highway 37 in the town of Massena. He was released on an appearance ticket.

MARIJUANA POSSESSION - MASSENA - Massena-based state police charged Travis E. Deshane, 34, of Massena with unlawful possession of marijuana and ticketed him for unsafe tires at 12:45 p.m. Sunday on Rooseveltown Road in the town of Massena. He was released on an appearance ticket.

HYPODERMIC INSTRUMENT - GOUVERNEUR - Gouverneur-based state police charged Sarah M. Kriplin, 25, of Gouverneur with possession of a hypodermic instrument at 8:03 a.m. Saturday on West Main Street on the village of Gouverneur. She was released on an appearance ticket.

CRIMINAL MISCHIEF - GOUVERNEUR - Gouverneur-based state police charged William G. Hayden, 52, of Gouverneur with criminal mischief: intent to damage property at 2:40 p.m. Saturday in the town of Gouverneur, stemming from an incident reported to troopers at 4:10 p.m. Friday fro the town of Hermon.

CRIMINAL MISCHIEF - MACOMB - Ogdensburg-based state police charged Michael T. Riley, 58, of Heuvelton with criminal mischief: intent to damage property at 12:48 a.m. Monday, stemming from an alleged domestic dispute complaint filed with troopers at 9:10 a.m. Sunday. He was released on an appearance ticket.

DISORDERLY CONDUCT - MALONE - Malone-based state police charged Nathan C. Bell, 22, of Winthrop with disorderly conduct: obscene language/gestures at 8:45 p.m. Sunday on William Street in the village of Malone. He was released on an appearance ticket.
